U+00BF was added in Unicode version 1.1 in 1993. It belongs to the block U+0080 to U+00FF Latin-1 Supplement in the U+0000 to U+FFFF Basic Multilingual Plane.

This character is a Other Punctuation and is commonly used, that is, in no specific script. The character is also known as turned question mark.

The glyph is not a composition. Its width in East Asian texts is determined by its context. It can be displayed wide or narrow. In bidirectional text it acts as Other Neutral. When changing direction it is not mirrored. U+00BF prohibits a line break after it.

The CLDR project calls this character “inverted question mark” for use in screen reading software. It assigns these additional labels, e.g. for search in emoji pickers: inverted, question, question mark.

The inverted question mark, ¿, and inverted exclamation mark, ¡, are punctuation marks used to begin interrogative and exclamatory sentences or clauses in Spanish and some languages which have cultural ties with Spain, such as Asturian and Waray languages. The initial marks are mirrored at the end of the sentence or clause by the 'ordinary' question mark, ?, or exclamation mark, !.

Inverted marks are supported by various standards, including ISO-8859-1, Unicode, and HTML. They can be entered directly on keyboards designed for Spanish-speaking countries.
