This character is a Other Punctuation and is commonly used, that is, in no specific script. The character is also known as pound sign (weight), hashtag, hash, crosshatch and octothorpe.
The glyph is not a composition. Its East Asian Width is narrow. In bidirectional text it is written as end of a European number, e.g., a currency symbol, from left to right. When changing direction it is not mirrored. The word that U+0023 forms with similar adjacent characters prevents a line break inside it.
The CLDR project calls this character “hash sign” for use in screen reading software. It assigns these additional labels, e.g. for search in emoji pickers: hash, hashtag, lb, number, pound, sign.
