This character is a Math Symbol and is commonly used, that is, in no specific script. The character is also known as biquintile (astrological aspect: 144°).
The glyph is not a composition. Its width in East Asian texts is determined by its context. It can be displayed wide or narrow. In bidirectional text it is written as end of a European number, e.g., a currency symbol, from left to right. When changing direction it is not mirrored. U+00B1 prohibits a line break after it, if it is followed by a number.
