U+2033 was added in Unicode version 1.1 in 1993. It belongs to the block U+2000 to U+206F General Punctuation in the U+0000 to U+FFFF Basic Multilingual Plane.

This character is a Other Punctuation and is commonly used, that is, in no specific script. The character is also known as seconds and inches.

The glyph is a compatibility composition of the glyphs Glyph for U+2032 Prime, Glyph for U+2032 Prime. Its width in East Asian texts is determined by its context. It can be displayed wide or narrow. In bidirectional text it is written as end of a European number, e.g., a currency symbol, from left to right. When changing direction it is not mirrored. U+2033 prohibits a line break before it, if it follows a number. The glyph can be confused with one other glyph.

The CLDR project calls this character “double prime” for use in screen reading software. It assigns these additional labels, e.g. for search in emoji pickers: double, prime.

The prime symbol , double prime symbol , triple prime symbol , and quadruple prime symbol are used to designate units and for other purposes in mathematics, science, linguistics and music.

Although the characters differ little in appearance from those of the apostrophe and single and double quotation marks, the uses of the prime symbol are quite different. While an apostrophe is now often used in place of the prime, and a double quote in place of the double prime (due to the lack of prime symbols on everyday writing keyboards), such substitutions are not considered appropriate in formal materials or in typesetting.
