The glyph is not a composition. It has no designated width in East Asian texts. In bidirectional text it acts as Paragraph Separator. When changing direction it is not mirrored. If it is followed by U+000A LINE FEED, these two form a non-breaking pair. It can end sentences at appropriate places, unless followed by U+000A LINE FEED. U+000D forces a line break after it.
