This character is a Other Punctuation and is commonly used, that is, in no specific script. The character is also known as black small circle.
The glyph is not a composition. Its width in East Asian texts is determined by its context. It can be displayed wide or narrow. In bidirectional text it acts as Other Neutral. When changing direction it is not mirrored. The word that U+2022 forms with similar adjacent characters prevents a line break inside it. The glyph can be confused with one other glyph.
The CLDR project calls this character “bullet” for use in screen reading software. It assigns these additional labels, e.g. for search in emoji pickers: dot.

Several regular symbols, such as * (asterisk), - (hyphen), . Historically, the index symbol ☞ (representing a hand with a pointing index finger) was popular for similar uses.
Lists made with bullets are called bulleted lists. The HTML element name for a bulleted list is "unordered list", because the list items are not arranged in numerical order (as they would be in a numbered list).
