U+2022 was added in Unicode version 1.1 in 1993. It belongs to the block General Punctuation in the Basic Multilingual Plane.
This character is a Otra puntuación and is commonly used, that is, in no specific script. El carácter es también conocido como black small circle.
The glyph is not a composition. Its width in East Asian texts is determined by its context. It can be displayed wide or narrow. In bidirectional text it acts as Other Neutral. When changing direction it is not mirrored. The word that U+2022 forms with similar adjacent characters prevents a line break inside it. The glyph can be confused with one other glyph.
The CLDR project calls this character “bolo” for use in screen reading software. It assigns these additional labels, e.g. for search in emoji pickers: boliche, punto, topo, viñeta.

• Item 3The bullet symbol may take any of a variety of shapes, such as circular, square, diamond or arrow. Typical word processor software offers a wide selection of shapes and colors. Several regular symbols, such as * (asterisk), - (hyphen), . (period), and even o (lowercase Latin letter O), are conventionally used in ASCII-only text or other environments where bullet characters are not available. Historically, the index symbol ☞ (representing a hand with a pointing index finger) was popular for similar uses.
Lists made with bullets are called bulleted lists. The HTML element name for a bulleted list is "unordered list", because the list items are not arranged in numerical order (as they would be in a numbered list).
