U+2030 was added in Unicode version 1.1 in 1993. It belongs to the block U+2000 to U+206F General Punctuation in the U+0000 to U+FFFF Basic Multilingual Plane.

The glyph is not a composition. Its width in East Asian texts is determined by its context. It can be displayed wide or narrow. In bidirectional text it is written as end of a European number, e.g., a currency symbol, from left to right. When changing direction it is not mirrored. U+2030 prohibits a line break before it, if it follows a number. The glyph can be confused with one other glyph.

The CLDR project calls this character “promil” for use in screen reading software. It assigns these additional labels, e.g. for search in emoji pickers: symbol promila.

Promil (łac. pro mille – na tysiąc) – jedna tysięczna pewnej wartości liczbowej, zwanej podstawą. Oznaczany symbolem ‰. 10 promili to 1 procent.

Nazwy tej używa się w stosunkowo nielicznych przypadkach (w porównaniu do znacznie bardziej popularnego procenta). Głównie stosuje się ją do określenia spadków dna cieku w hydrotechnice, zasolenia wód (np. mórz) oraz zawartości alkoholu we krwi (w tym znaczeniu: 1 promil oznacza 100 mg alkoholu w 1 dl (decylitrze) krwi).

Wzrost (spadek) pewnej wielkości x np. o 5‰ oznacza zwiększenie (zmniejszenie) tej wielkości o 0,005⋅x (5 tysięcznych dotychczasowej wartości). Promil nie jest zatem równoważny liczbie rzeczywistej 0,001 i ma sens tylko w odniesieniu do pewnej podstawy x. W związku z tym nie jest również samodzielną jednostką miary.
